Travelling to the exchange university:
It's true that it is safer to book your travel with an agency, but you're going to have to pay fees in addition to your travel. By booking online, it is cheaper and still safe because you can have additional insurances to cover any problem (refund, loss of bagages, delay...). The best solution is to land in London and then either get an internal flight or a train.
It can be useful to put an alarm and ask to be sent flight prices on Google flights or Kayak, or any other booking website because it'll warn you when the prices are at its lowest.
Getting around in the country of destination:
The average price for a transportation ticket is between £2 and £2.5 but you can get reduced prices if you have special cards (Oyster, Robin Hood card, an application...). Then there is the option of bike sharing: prices will depend on your area and on the company renting the bicycles (the average fee is £1 the first hour, £2 the second, £3 the third, and then £4 each other hour. There's also an subscription fee).
As for the driver's license's validity, if you're a foreign student and have a valid driver's license from an European country, you will be able to drive without needing to get an international license.
